We define an "EU" contest based on country of residence rather than in-game world.
So yes, if you reside in one of the PAL territories listed in the rules then you are eligible to enter!

I possess two accounts, an NA one (this one, from when I played 1.0), and an EU one.

The EU account cannot access the forums due to a permanent ban (for reasons that I am still trying to appeal to because of arguable nature), so can I participate with this NA forum account on behalf of my EU account characters? The ban is preventing me to participate in any contest with my EU characters and it's becoming quite frustrating. I feel like a part of the in-game services are being taken away from me.

I don't think this will be okay since using the video editing software will give you an advantage over others using the screenshot tool.
